HMS uses dynamic election since HIVE-28662, some HMS instances upgrading from
older Hive versions configured housekeeping manually
(`threads.on=true` on a single HMS, false on others) and may leave all
instances with
`threads.on=false` after enabling leader election, resulting in missing
txn/housekeeping
work despite a healthy leader.
To turn off a specific task, a way is configuring the task running interval to
0. For example, to disable the auto partition discovery, set the
metastore.partition.management.task.frequency to 0.
