[~jdere] can you review? I refactored resourced downloading from the session
into a separate class. For now, the daemon downloads stuff in a background
thread when it starts. The jars are not used yet (they'd be added to the
classloader when requested).
I tested on a cluster and it seems to work for one permanent UDF that I have
added.
