I am not sure if we can use absence of total size stats to indicate empty
table. e.g, for tables handled by storage handler (like hbase) total size might
be missing. Or e.g, when table is created with location pointing to existing
dir containing data. In such cases we will overwrite previous data which is
disastrous.
