Instead of adding new api, can't we just add a boolean in
{{update_partition_column_statistics}} to indicate whether server should merge
or overwrite stats? Also, it will be good to have server side logic also in
this patch, which I think you are trying to do in separate patch, that way this
new logic will be unit-testable.
