Doc note: This changes the description of
*hive.llap.task.scheduler.locality.delay* which was introduced in release 2.0.0
by HIVE-12623. (Although I've added a TODOC2.1 label, the new description can
be used in the wiki for 2.0.0 as well as 2.1.0.)
