Should we just delete HWI in that case ? (or at least remove it from the 
build). Seems like a useful feature if it were maintained.

FWIW, I uncommented the Ignore annotation and ran the test 10 times without any 
failure. Maybe it fails when there's multiple tests running on the same box.
