Rename OldHiveDecimal (the old copy of HiveDecimal) to HiveDecimalV1.
Add back/rename a few methods including setScale(int scale) to make sure
HiveDecimal has same public methods and same public fields as HiveDecimalV1.
Same for HiveDecimalWritable. Old copy is now HiveDecimalWritableV1.
Add automatic verification that all public methods and public fields of
HiveDecimal and HiveDecimalWritable are declared with annotations to be either
V1 or V2.
Added comments.
