[~thejas] Can't use HMSHandler#getMS as it needs the HMSHandler object.
HMSHandler#getRawStore is just a way to access the threadlocal. I've added code
to set the threadlocal to a new RawStore object if it returns null (should
ideally never happen since the threadlocal MS is always initialized early in
call chain. Let me know if this looks good.
