unassigning from myself at the moment because I'm caught up in other things.
The remaining work is essentially cleaning up the runtime classpath for the
failing tests. It should be similar to what I did in the service module: the
various ways we get transitive versions of servlet, jsp, jetty, etc jars need
to be excluded and the ones we actually use for Jetty need to be included
expressly.
