patch.16 sets the {{MATERIALIZATIONS_ENABLED=False}} in the
{{CalciteConnectionConfig}} which has the side effect of disabling the MV plans
registration with the planner that was causing CALCITE-1681 issues. The
behavior is the same as in Hive master now, with MVs discovered by the
{{HiveMaterializedViewFilterScanRule}} which is orthogonal to whether MVs are
registered or not.
