I think we can accept changes in {{orc_ppd_decimal}} since comparison between
decimal , double and strings should be in double. We already do this for our
other arithmetic operations and not doing it for {{between}} previously was
likely oversight. We can update golden files there.
For record, sql server has this type hierarchy
https://msdn.microsoft.com/en-us/library/ms190309.aspx which should be a good
approximation for standard. After this change we will move closer to standard.
