HIVE-12636 is an important dependency for this ticket. It will change the way
how/when we open a transaction so that txnId will become available much
earlier, which will solve many unreliable assumption/temporary txnId setup
hacks in current patch.
Will update patch for this ticket once HIVE-12636 is in.
