HDFS-8831 only supports "soft deletes" meaning that only whole encryption zones
can be deleted and moved to trash. The problem in Hive is that users may
encrypt the whole /user/hive/warehouse directory. In this scenario, then drop
database will also fail because it is part of an encryption zone.
