Added a TODOC3.0 label.
Edit (14/May/17): HIVE-16610 removes
*hive.tez.dynamic.semijoin.reduction.hint.only* before the 3.0.0 release, so
that doesn't need to be documented. But the hint should still be documented,
and a release note would be helpful.
