A WIP patch based on HIVE-17256.
This is missing 3 things
- code to take ducks away from low pri tasks when scheduling a previously
delayed high pri - I think I'd add this where a TODO now is upon further code
reading just now
- code to propagate duck info back in the heartbeat; this is only needed to
resolve the common rare scenario of sending a request but not receiving a
response after success, and will come after heartbeat is made protobuf, ideally.
- tests :)
