If you set the "Limit Scanned Rows" >15 in the File Metadata transform (based on the attached dataset), you should see the same results (missing enclosure) You will see that starting in row 16, the file looks like the beginning set, but seems to throw off logic. -- This is an automated message from the Apache Git Service.
