It is a regression, but there seem to be some underlying nuances and issues where documentation vs implementation are contradicting each other. There are mismatches between the pipeline/workflow actions and the pipeline/workflow executors. The checkbox never stopped parent variables from going into the pipeline/workflow; it only changed what would happen if the same-named variable already existed inside the pipeline/workflow. We should align on the contract and make sure it is implemented correctly everywhere.
