Built the PR's `core` in a scratch copy: the new tests and the full core suite pass. With the jar swapped into a 2.21.0-SNAPSHOT client, every plugin's name, description, category and keywords after `HopEnvironment.init()` come out identical to main in en_US, fr_FR, de_DE, pt_BR, zh_CN and ja_JP. `HopEnvironment.init()` went from ~1.94 s to ~1.41 s on Linux (median of 7 runs; the first commit alone gives ~1.69 s).
