Patch to change packages from org.htrace to org.apache.htrace. Changes all
found mentions of org.htrace in doc., etc., to org.apache.htrace.
There is a circular reference back into hbase that needs fixing. I commented it
and a dependent test out for the moment. Will need to come back and look at
this after.
All builds and tests pass.
