Clean up LocalFileSpanReceiver and SpanReceiverBuilder a bit.
* SpanReceiverBuilder: put in some debug logs.
* LocalFileSpanReceiver: add some debug logs and fix an error handling case
where a conditional was inverted.
* TestSpanReceiverBuilder: don't hard-code test paths. Clean up files we've
created when the test is done.
