Address colin feedback except the bit where we block and immediately run
background thread if at capacity; can do that in another issue and maybe
unlikely given the background thread runs back-to-thread to clear the queue if
work to do.
Squashes HTRACE-84 in here so we can have some tests.
Adds HTraceRESTReceiver and htrace-htraced module.
Adds some test util.
Not all tests passing. Will be back to fix.
