Description:
* Add a usage message to htraced.
* Fix the htrace command-line a bit. It should talk about how to set arbitrary
configuration variables with -Dkey=value. (Also fix support for this.)
* Support looking in HTRACED_CONF_DIR for htraced-conf.xml. This is similar to
how we search through some directories in Hadoop to find our conf files.
