Description: TrueIfTracingSampler is not needed. If you pass
"NeverSampler" as the sampler to our createSpan APIs, you get the same behavior
as TrueIfTracingSampler. (was: TrueIfTracingSampler is not needed. If you
pass "null" as the sampler to our createSpan APIs, you get the same behavior as
TrueIfTracingSampler.)
