htraced logs should use UTC to match with how times are represented elsewhere
in htraced. Also, we currently don't specify what timezone logs are in
anywhere in the log file, which is confusing. At some point we may want to
make the log timezone configurable (and logged somewhere), but for now UTC is
the best choice.
