TODO:
1. image `hugegraph/hugegraph` should auto fwd to `hugegraph/server` if
possible (same image?)
- currently, `hugegraph/hugegraph` used for standalone mode and `server`
image for the dist mode
3. server image publish action should be replaced by `pd/store/server` (Also
lack the Release action now)
