Review Comment:
   Option 2 won't work here — the parse failure is in the builder accumulating 
userdata via `userdata(k, v)`, before `eliminate()` / 
`Userdata.check(ELIMINATE)` ever runs, so there's no action context at that 
point.
   
   Went with option 1: `normalizeValue` now leaves a blank ~create_time 
untouched, same as the existing `.userdata("icon", "").eliminate()` placeholder 
convention. Non-empty bad values still throw on the add path, so the contract 
is unchanged. Added a PropertyKeyCoreTest reproducing your scenario end-to-end 
(fails before, passes after).
