## Purpose of the PR
Java upgrades change matrix check names, leaving branch protection waiting
for `build-server (memory, 11)` even after Java 17 tests pass. This preparation
PR keeps Java 11 and the existing checks available while introducing the stable
required context `Server memory tests`.
Related: #3261, #3262, #3263. This PR does not upgrade Java.
## Main Changes
- Separate the memory matrix from RocksDB/HBase, sharing the existing
environment, JDK list and test steps through native YAML anchors. Existing
backend check names and test coverage remain unchanged.
- Add a fixed-name result job that always evaluates the memory matrix and
accepts only `success`. Failure, cancellation and unexpected skips fail the
gate. All configured memory JDKs must succeed; other backends, macOS and RISC-V
are not added to branch protection.
- Switch `.asf.yaml` to the stable Server context and remove Commons from
required checks. Commons CI continues to run unchanged.
### Migration order
1. Merge this preparation PR while Java 11 Server and Commons still satisfy
the current protection rules. Check that the new `Server memory tests` job also
passes.
2. Wait for ASF configuration to apply, then verify the live required
contexts contain `Server memory tests` and no longer contain the Java 11
Server/Commons contexts.
3. Only then sync the Java upgrade branches with master, retaining the new
gate and shared JDK matrix. Change the runtime JDK list without changing the
required context.
No manual protection bypass or Cluster Test workflow re-enablement is needed.
## Verifying these changes
- [x] Need tests and can be verified as follows:
- Parse YAML, lint Actions syntax with `actionlint -shellcheck=''`, and
check whitespace with `git diff --check`.
- Execute the actual gate shell with success, failure, cancelled, skipped
and empty results; only success passes.
- Expand Java 11, Java 17 and dual-JDK matrices to verify unique build
names and a single stable gate; compare the shared steps/environment against
master.
- `mvn editorconfig:format` and `mvn clean compile
-Dmaven.javadoc.skip=true` pass.
- Full actionlint has only unchanged, pre-existing shell quoting
diagnostics.
- Observe the real PR checks before merging. Local contract checks do not
substitute for GitHub Actions execution.
