## Purpose of the PR
Arthas 3.7.1 can fail one-time command cleanup when its foreground process
is already TERMINATED. Update Server diagnostics to 4.1.5, which includes the
upstream terminal-interrupt, null-foreground and disabled-MCP HTTP fixes.
## Main Changes
- Preserve the configured HTTP/telnet endpoints and the original four-field
activation response; disable the optional MCP endpoint internally.
- Keep one-time execution and add strict execution, session removal and
MCP-disabled regression checks.
- Update runtime documentation, the actual dependency inventory and embedded
license/notice coverage.
## Verifying these changes
- [x] Need tests and can be verified as follows:
- `ArthasApiTest` passed against the actual packaged RocksDB Server on
macOS arm64 / Java 17, including authenticated activation, execution, session
removal and `/mcp` HTTP 404.
- Real-library terminal-state controls and native HTTP/session checks
passed. The controlled state reproduces the old cleanup failure; the exact CI
scheduling interleaving was not reproduced.
- EditorConfig formatting, root clean compile/install and dependency
inventory regeneration passed. The final license-only archive was read back
byte-for-byte.
