Review Comment:
The local create path now registers and exports RPC before notifying
GRAPH_CREATE. A regression uses the production Gremlin-first listener order and
blocks export: bindings remain hidden until export succeeds, and export failure
never exposes the graph. Metadata deletion failures also restore RPC only
before backend clearing, while retaining the original exception. The targeted
regressions and Java 17 compilation pass; distributed stale-read validation
remains a separate gate.
