Selective CI uploads only the test groups it executes. Codecov currently
treats that partial report as the whole project: an otherwise completed source
PR can compare fewer files with master and show an artificial coverage increase
or drop.

This change gives each existing upload a stable test-group flag and enables
Codecov's native carryforward rules. Unexecuted groups retain their prior
flagged coverage, and the PR comment marks that data as historical. Actual test
results, upload paths and coverage thresholds stay intact; no coverage
collector or extra ordinary-PR runner is added.

Both ASF and org master required contexts have reconciled to empty. The
temporary `Server memory tests` migration reporter is therefore removed, along
with its protection lookup and obsolete contract test. Real backend jobs now
use explicit `Server memory/rocksdb tests (Java ...)` names. Server source
inputs still select both backends.

New flags require an initial complete baseline. The existing weekly full run
on master establishes it after rollout; reports may remain incomplete until
that seed exists. Carryforward coverage never represents successful execution
of a skipped or failed job.

Validation: existing policy fixtures and upload contracts passed, including
local rejection of missing/swapped flags; Codecov's official YAML validator
accepted the configuration. EditorConfig formatting, clean compilation, RAT and
workflow syntax checks passed. Runtime CI and independent review will follow on
these PRs.
