[P1] Keep the shared Boot version compatible with the Spring platform
This property upgrades Boot across PD and Store, while the imported
spring-framework-bom still pins Spring Framework to 5.3.27. A Java 17 probe
using Boot 3.5.12 with those exact Spring jars fails when constructing
SpringApplication with NoSuchMethodError:
SpringFactoriesLoader.forDefaultResourceLocation(ClassLoader). Current CI also
fails PD compilation on missing javax.servlet.http types.
Please keep this update on a compatible platform, or handle the Boot 3 /
Spring 6 / Jakarta migration coherently and validate PD/Store compilation and
startup. The focused probe is not a full service startup test.
