## Purpose of the PR The PD log tests query up to the current millisecond using an exclusive end bound. A log inserted in that same millisecond is correctly excluded, making the test occasionally report zero records instead of one. Both tests now include the current millisecond and report expected/actual values in the correct order. ## Main Changes - Move the two test query endpoints one millisecond past the current time. - Add a fixed-timestamp RocksDB regression for the inclusive start and exclusive end. - Keep production log query and scan semantics unchanged. ## Verifying these changes - [x] Need tests and can be verified as follows: Java 17 formatting and clean reactor compilation pass. The new RocksDB boundary regression passes without starting a service or opening a listener.
