Removed the broad thread-name rule in 67d1a37fd and added negative fixtures
for filesystem EPERM in fresh stdout and server-log bytes. All 32 process
cases, four diagnostic controls, the focused Maven test, compilation, RAT and
repository Checkstyle pass; the PR also states the append/observed-shrink
boundary.
