## Before → After An established HStore cluster can reject traffic after Store loss despite a majority of known voters, while placement can silently reduce the requested replica count. This change separates initial bootstrap admission, runtime voter health and placement capacity, and rejects impossible drain or force-retirement operations before persisting state. Existing groups count Leader/Follower voters only; draining Stores may serve existing replicas but cannot receive new placements. The optional placement floor preserves legacy zero semantics. PD metadata remains a health hint, not a replacement for JRaft's committed configuration; force retirement and single-copy migration retain their documented limits. ## Validation boundary The source PR reports a 38-module clean compile and focused lifecycle/drain/placement/service regressions, including negative controls. These are author-reported checks, not independent cluster-level acceptance. Upstream CI runs separately.
