Updated in 3c2da19 to use the runner-provided Buildx with the same
docker-container driver and retain both Dockerfile checks. Local isolated
Buildx checks and scripts/tests passed. The old ASF run had no jobs and the
Actions allowlist could not be inspected with the available permissions, so the
new ASF CI must confirm the startup issue is resolved.
