I'm a little hesitant to make this change to the spec because I feel the
spec is pretty clear. Also, it almost reads like the spec is putting an
ambiguous requirement ("reasonable attempt(s)") on engine implementors.
I can appreciate there's confusion around whether it's acceptable to assume
that the field identifiers are unique, but currently the spec states that
uniqueness is the intent, but not the guarantee.
