I think `readPartitionStatsFile` is also a public API, and it's not friendly
to ask users to check low level exceptions to determine invalid stats files.
The returned Iterable can stay lazy, and is only a wrapper of an underlying
Iterable reading the file. When the underlying iterable/iterator throws
exceptions, the wrapper catches and determines if this is due to invalid stats
file and throws `InvalidStatsFileException` accordingly. What do you think?
