I am wondering if we need both `continuation-token` and `page-token`. E.g.,
a client has paused the changelog consumption for a long time. The client
resumed the consumption with a relative old `continuation-token`, which is
still valid. The response payload can be large in this case and hence a
`page-token` is needed.
