Review Comment:
   I'd be hesitant to use "New" here, because it's new now but won't be one 
year from now. That's why I used the 'default' and 'overridden' names because 
that is more future proof.
   I have the same feeling between 'legacy' and 'default'. It is basically the 
default setting that is used by catalog clients when the server doesn't send an 
override. It would only be legacy if we wanted to move completely away from 
that separator, but currently we use it as default.
