I think a more appropriate response from Nessie is: - Oh you would like to create branch via REST API, but we only support this in our own branching system right row I am using Nessie 0.95.0 and connecting with rest catalog in production. I had tried using create branch method, I got success response but neither any branch (in Nessie) nor refs (in metadata) was created. As the official Nessie has stated that the rest api is still in experimental, I suggest you use Nessie cli or Spark with Nessie catalog package to operate it in full power. We are deciding migrate Nessie to other tool, as we found it incompatible with other tools, e.g Trino.
