Implement support for Iceberg deletion vectors stored in Puffin files. Adds
deserialize_from()/serialize_to_vec() to DeleteVector, extends
FileScanTaskDeleteFile with DV fields, and updates CachingDeleteFileLoader to
load DVs from Puffin blobs.
