Review Comment:
   If you mean write a single puffin for all specs, I don't think that's 
possible because the output file factory is scoped to a spec for the location 
provider internally. Though, since the final locations don't really matter in 
terms of the spec, we could provide a dummy unpartitioned spec in this specific 
case? Then we can put everything in a single file. I just didn't want to change 
too much there, but this would simplify a lot of code around having to group 
the merged DVs by spec
