Is initially empty storage table would be easily distinguishable from
recently refreshed but (happened to be) empty (as query retuned nothing)
storage tables ? IMO:
1) the answer must be YES (these are materially different scenarios)
2) spec needs be very crisp / explicit about what that preinitialized
state looks like
