Remove the explicit `repo-token` parameter from the labeler workflow to comply with the [Apache Infrastructure GitHub Actions policy](https://infra.apache.org/github-actions-policy.html), which prohibits exporting confidential tokens in `pull_request_target` triggered workflows.
