ASF infra might need to change their scanner. According to [their own docs](https://cwiki.apache.org/confluence/pages/viewpage.action?pageId=321719166#GitHubActionsSecurity-Buildstriggeredwithpull_request_target), technically using `pull_request_target` itself is not dangerous.
