   I don't think we need to state that it must be on _every_ table snapshot.  
That is inconsistent with other cases where we use snapshots to capture state 
(e.g. kafka offsets, checkpoints).  The state should be set on the specific 
snapshot where it was captured.  If there are additional snapshots (like 
maintenance operations), they do not need to create the state entry.
