Review comment:
       How about `org.apache.iceberg.jdbc`? I'm okay with `catalogs` as well.
   
   As for the module, I'm okay putting this in core for now. Let's see how big 
it ends up being and we can move it when we know more. I think that if it has a 
small enough dependency footprint, we can keep it here like we talked about in 
the recent community sync. If it is small, then it is much easier for people to 
have it included in our runtime builds by default.
