The PR is green and the dev@ discussion has fully settled. - `opentelemetry-api` is `compileOnly` and the SDK is test-only — no runtime impact unless a user opts in. - Docs (`docs/docs/metrics-reporting.md`) and end-to-end validation (CloudWatch + Zerobus) are included.
