Method name is singular while the sibling builder-mutator family in this
file is uniformly plural: `applyRetryConfigurations`,
`applyUserAgentConfigurations`, `applyEndpointConfigurations`,
`applyS3AccessGrantsConfigurations`. Rename to
`applyMetricsPublisherConfigurations` to match.
