Review Comment:
   Agreed. I added a shared `ScanTasks` envelope with `plan-tasks`, 
`file-scan-tasks`, and `delete-files`.
   
   `PlanTableScanResponse`, `FetchPlanningResultResponse`, 
`CompletedPlanningResult`, and `FetchScanTasksResponse` now all carry that 
shape where applicable. `file-scan-tasks` and `delete-files` remain 
`json.RawMessage` placeholders for the decoder PR, but the async fanout 
contract is now visible here.
